When it is sung or recited
When it is sung: At the end of nearly every puja, at home and in temples. It is sung especially after Vishnu puja, Satyanarayan katha (the story-telling puja of Vishnu), on Ekadashi (the eleventh lunar day) and on Thursdays, and many families use it as an all-purpose aarti for any deity.
Meaning
The aarti calls on Jagdish, the Lord of the universe, and says that he removes the troubles of his devotees in an instant. The singer addresses him as mother, father, the indwelling Self and an ocean of compassion, and says there is no other refuge. The verses admit the singer's own faults and ask humbly for grace. The last verses pray for worldly attachments and sins to be set aside, for faith and devotion to grow, and for the chance to serve the saints. After each verse the line "Om jai Jagdish hare" is repeated.
Please note
Commonly credited to Pandit Shardha Ram Phillauri, around 1870. Some printed versions add a verse that names Shivanand Swami, so the credit is debated. Wording varies between families: some sing 'phalkami' where this page has 'khal kami', and some add a closing verse beginning 'Tan man dhan sab kuch hai tera'. This page gives the widely printed eight-verse form.
